At night (in East Asian time zones) the webcam chat room can feel like a wild party - not exactly the kind of situation in which you can get to know new friends on more than a silly level. However, the Members chat and Guest chat rooms tend to be quieter, more like a lounge and an empty parlor, respectively. Genuine conversation is definitely possible (if you find anyone in the room).
